I recommend you get one of those refurbished and upgraded Dell optiplexes from those stores, I've heard they're pretty good at running browsers and doing stuff like that. Maybe put in an SSD if speed is an issue. Idk just an idea

Alot of issues with most computers I have fixed for other people are because over the years alot of system files get corrupt. Try opening a command prompt by right clicking on it and opening it up in administrator mode and run the following commands:
DISM.exe /Online /Cleanup-image /Restorehealth
when thats done do:
SFC /scannow
After that's done, run windows update (even if you think there is no updates right now), once thats done, reboot your computer and see if anything has improved.
These commands are generally safe for most normal and typical computer users unless you have some weird environment set for development purposes. You can read what these commands do on the internet. Its not a magic fix all but it does seem to resolve 90% of problems my clients used to have.
If something DOES happen to go wrong, it could indicate a disk/hardware issue or something more complex. I'd back up any important files to another drive before doing so.
